Oborevwori Signs Seven Landmark Bills into Law, Declares Electricity Sector Law a Game Changer

ASABA/Nigeria: Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday assented to seven landmark bills, including the Delta State Electricity Power Sector Bill, 2024, which he described as a “game changer” in the state’s industrialisation and investment drive.
Other bills signed into law by the Governor are the Delta State Physical and Regional Planning Bill, 2024; Delta State Film and Video Censors Board Bill, 2024; Registration and Regulation of Private Veterinary Clinics (Amendment) Law, 2024; Child Rights (Amendment) Bill, 2024; Delta State Pet Control and Responsible Ownership Bill, 2024; and the Delta State College of Health Technology, Ovrode Bill, 2024.
Speaking during the signing ceremony at Government House, Asaba, Governor Oborevwori lauded the leadership of the Delta State House of Assembly for carefully crafting and passing what he described as “people-centered legislation” aligned with his administration’s MORE Agenda to improve the quality of life for Deltans.
Highlighting the significance of the Delta State Electricity Power Sector Law, the Governor said the legislation establishes a legal framework to open up the state’s power value chain—generation, transmission, and distribution—to private investment. “This particular law gives me immense joy. Power is key to economic development. With our growing population and this enabling law, Delta is now open for business in the electricity sector,” Oborevwori said.
On the Child Rights (Amendment) Bill, 2024, the Governor stated that the law provides stronger protection for children, prohibiting the use of children as domestic help outside their homes and families. He also announced the establishment of an Adoption Services Department in the Ministry of Women Affairs, Community and Social Development to streamline and regulate adoption processes.
“These new laws are designed to protect the vulnerable, promote sustainable development, attract private sector investment, improve environmental standards, and boost the state’s internally generated revenue. The real work begins with their implementation, and I call on all stakeholders to ensure their success,” the Governor said.
Earlier, Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, who presented the bills to the Governor, commended him for the infrastructure development being witnessed across the state. He noted that the legislative process was participatory, with Deltans contributing memoranda and input during public hearings before the passage of the bills.
