Governor Oborevwori Appoints Dr. Fred Latimore Oghenesivbe as Director General, Delta State Orientation and Communications Bureau

ASABA/Nigeria: Delta State Governor, Rt. Hon. Sheriff Oborevwori, has approved the appointment of Dr. (Barr.) Fred Latimore Oghenesivbe as the Director General of the Delta State Orientation and Communications Bureau. The appointment, which takes effect from August 19, 2024, was conveyed in a letter signed by the Secretary to the State Government, Dr. Kingsley Emu.

Prior to his elevation, Dr. Oghenesivbe served as the Executive Assistant on Orientation and Communications and Head of the Orientation Bureau, a role he held for ten months. In his new capacity as Director General, he is expected to lead a team of communication professionals, coordinating state-wide sensitization campaigns while effectively articulating government policies, programs, and achievements.

Reacting to the appointment, Dr. Oghenesivbe expressed deep gratitude to Governor Oborevwori for entrusting him with the leadership of the Bureau.

“Words are not enough to thank His Excellency, the Governor of Delta State, Elder Sheriff Oborevwori, for finding me worthy to occupy the enviable position of Director General. I am indeed very grateful, and to God be the glory,” he said.

Dr. Oghenesivbe also reaffirmed his commitment to the Governor’s MORE Agenda, emphasizing the Bureau’s role in highlighting the administration’s numerous accomplishments.

Dr. Oghenesivbe brings a wealth of academic and professional experience to his new role. He holds a Bachelor of Science degree in Political Science (Second Class Upper Division), a Law Degree, a Barrister-at-Law postgraduate certificate, and a Call to Bar Certificate from the Body of Benchers in Nigeria.

Additionally, he has a Doctorate in Communication Strategy, a Professional Doctorate in Information Management Strategy, a Master’s Degree in Public and International Affairs, a Postgraduate Diploma in Mass Communication, and is pursuing a Master’s Degree in Mass Communication at the University of Lagos.

Dr. Oghenesivbe is a distinguished member of several professional organizations, including the Nigerian Bar Association (Ikeja Branch), the Chartered Institute of Information and Strategy Management, the Civilian Institute of Democratic Administration, the Nigerian Institute of International Affairs, the American Political Science Association, and the International Communication Association, among others. His extensive involvement in both national and international professional bodies underscores his commitment to continuous learning and excellence.

His tenure as Executive Assistant on Communications to the immediate past Governor of Delta State, Senator Dr. Ifeanyi Arthur Okowa, from April 3, 2017, to May 29, 2023, and his subsequent role as Executive Assistant on Orientation and Communications under Governor Oborevwori from November 6, 2023, to August 18, 2024, have been marked by significant contributions to the state’s communication strategies.

Dr. Oghenesivbe’s appointment as Director General is expected to further enhance the Bureau’s effectiveness in driving public awareness and fostering a deeper understanding of government initiatives across Delta State.
